Q: Does this include cables and manual

Cables yes, manual no. You go online to the TI website and can download a free copy of the manual. It's about 800 pages, that's probably why it's not in the box.

Q: does it include a cover/pouch/bag to store it in?

It has a snap-on cover to protect the keyboard that can snap on the back when in use. No pouch/bag.

Q: Is this calculator still a good choice, now in 2016?

Another choice if you have a android smartphone is to download the graphing calculator by Mathlab. You smartphone will have colors which you need for graphing multiple graphs.

It is functionally identical to a TI-92 Plus. However, the keys are a bit smaller, and the spacing is closer. This screen has a better contrast than the older 92. I find that while it is much lighter, I cannot type as fast on it being used to my TI-92. Also, the 92 feels like it could survive a nuclear blast, whereas the Voyage seems a bit... "prettier."
