Q: Can someone explain how to wire this? i have attached the rx, tx, gnd, and vcc. light goes on, but no output.

The device runs at 9600-8-N-1 by default. The example in TinyGPS (https://github.com/mikalhart/TinyGPSPlus) worked well for me. Make sure your SoftwareSerial is running at the correct baud rate. It should spit out NMEA messages pretty continuously on boot. Finds time on my balcony in about 20 seconds and location in 60.

Q: With a proper power, could this be used with something like a Nano? I want to map out where my cat goes when he leaves, so a gps collar is the goal.

For this GPS module, it can used with arduino uno or nano, you can use battery to power it , but you can not get the real time position for your cat
