I have NO idea about how this item is to be used. Does a new bag need to be used each and everytime someone uses the toilet? help!

It is intended to be used in the company's portable toilets. No, you don't need to change the bag each time. It is good for ~half dozen #2's ( +/- a couple depending on individual "volume" so to speak).

What is the actual size of the inner bag please? 0" x 0" ?

Inner bag is 26" in diameter which I guess is 26" x 26" if you want to measure it that way.

How many gallons do these large bags hold?

not sure about gallons-- I used one bag for one person (myself) for no more than two days. I do add some wood shavings ( 1/8 cup) after each use to keep the odor down for my nose. hope this was helpful
