Q: Does this fit a 1995 road king with factory guard bars

I’m not sure Roy.. I used them for my 2011 ultra . There have been two frame changes I think since 1995 and I’m not sure if the rear crash bars changed..but that where they mounted...sorry I couldn’t be more help, but didn’t want to ignore you either...cheers bro..

Q: do these bags get in the way of passenger foot rest when passenger is on board?

I am not sure. You might have to push the bags a little to put foot rest down. I don't usually ride with a passenger so I don't know if they get in the passenger's way.
